CSPEN Nominee Selected to Serve as Primary Negotiator on Borrower Defenses and Financial Responsibility Negotiated Rulemaking Committee

CSPEN is honored to share with the growing number of institutions who are collaborating with our network that Mr. Michael S. Bottrill, President and General Manager of SAE North American Region, has been selected by the U.S. Department of Education to serve as a primary negotiator representing private, for-profit institutions with an enrollment of 451 students or more in the first of two upcoming Federal Negotiated Rulemaking .

Mr. Bottrill received a letter from Lynn Mahaffie, Deputy Assistant Secretary for Policy, Planning, and Innovation late yesterday notifying him that he had been selected to serve on the Borrower Defenses and Financial Responsibility Committee and seeking his confirmation to participate and “represent the interests of the designated community of interest and participate in the negotiations in a manner consistent with the goal of developing proposed regulations on which the Committee will reach consensus.”

Mr. Bottrill has accepted the invitation to serve and represent the interests of private, for-profit institutions with an enrollment of 451 students or more and is currently awaiting additional information regarding who has been chosen by the Department to serve as the other key member of the team – as alternate Committee member. Once this information, along with the announcement of all of the other negotiators, Mr. Bottrill and CSPEN will begin to reach out to our collective community and begin the process of collaborating with one another and coordinate efforts in advance of the first of three sessions to begin three and a half weeks from now on Monday, November 13, 2017.

Department officials have indicated that the final, comprehensive list of non-federal negotiators for the Committee will be released very soon, once they have received confirmation from all the individuals selected to represent various constituencies. Once published, this information, as well as other key information on both this Committee and the Gainful Employment Federal Negotiated Rulemaking Committee (once established within the next 1 ½ to 2 weeks) can be viewed at https://www2.ed.gov/policy/highered/reg/hearulemaking/2017/index.html.
